In an attempt to raise capital, in the late 1980’s Southern Pacific created “Golden West Service” which was a program that re-built old SP, SSW and D&RGW freight cars and sold them to various short lines. These 3-Bay Covered Hoppers with Barber Roller Bearing trucks were delivered to Galveston Railroad which carried the reporting mark GVSR. The Golden West Service program was mostly unsuccessful and relatively short-lived.
